Fewer Prisoners - Larger Budgets?

The inmate population is dropping in  Massachusetts prisons, but state correctional expenses are continuing to  rise.  Officials say the cost of providing pay and benefits to  corrections officers is the reason for soaring department costs.   

Correction spending for the 14 county sheriff officers rose 18 percent  since 2011.  

The report from the non-partisan group MassINC says the  inmate population dropped by 12 percent during the same period.
