A proposal in the state senate calls to divert money from a fund to support horse racing to help sex-trafficking victims.
Supporters of the state budget amendment say the Victims of Human Trafficking Trust Fund only has 16-thousand dollars while the Horse Race Development Fund has 13 million.
The money for the victims fund would also pay for police training and a "johns school" for people convicted of buying sex.
A competing proposal is to take 15-million from the horse racing fund to help balance the budget.
