Collins cites the latest version's proposal of deep cuts to Medicaid as her reason.
She adds that she's willing to work with Democrats to fix Obamacare.
The senator's support is considered critical to passage of the Republican measure.
In addition Rand Paul has said that he can't support the revamped proposal.
