Judge Says City Can't Declare People A Nuisance

A judge is rejecting Rutland Vermont's  ordinance that seeks to limit where convicted sex offenders can live.   

The Rutland Superior Court judge says the city does not have the legal  right to declare individual people as nuisances.  

The ordinance banned  convicted sex offenders from living near schools, day care centers or  recreation areas.  The rules would have banned offenders from living in  much of the city.
