A Hartford man is accused of animal cruelty after a dog was found frozen to death outside his home.
Police say the dog was found attached to a chain and inside a dog house outside a home on Adams Street.
Police believe the pit bull mix had been outside for around a month without any protection from the elements.
The dog owner has been jailed on narcotics charges for months, and is now charged with animal cruelty as well.
In Massachusetts, officials say when any government agency issues a weather warning, then it is against the law to tether your pet outside for anything more than 15 minutes.
