The Springfield City Council is passing Mayor Domenic Sarno's budget.
The council acted unanimously to approve the 656-million-dollar package on Monday, which represents an increase over last year's budget of nearly four-and-a-half percent.
Sarno noted this is the fourth year he has submitted a balanced budget that makes no use of city reserves or cuts to core services.
There were no changes in the budget document which takes effect at July 1st.
