Marijuana company INSA is suing the Springfield City Council after it was denied a permit.
INSA was one of four finalists to open an adult-use cannabis store in the city, but was the only one that did not get final council approval after three councilors voted "no".
INSA cites a recorded Springfield City Council conversation in which members appear to be discussing reasons not to vote for INSA; an attorney says the scope of the vote should have been limited to a hearing at which there was no stated opposition.
