The Holyoke City Council is approving a special permit for a recreational marijuana cultivation and manufacturing center in a former paper mill.
The permit for Holyoke Gardens was approved by an 11-to-1 vote on Tuesday.
The council had been previously prepared to vote on the permit for the facility on Dwight Street last month but an inspection report alleging fire safety and building code issues, among other problems, caused a delay.
The business will still need a license from the state Cannabis Control Commission.
