Governor Charlie Baker is proposing a seven-year process to overhaul the state's education funding formula.
The school reform is part of Baker's 42-billion-dollar budget proposal for the 2020 fiscal year.
Baker's proposal is in response to a recent study that indicates the current formula has been underestimating the cost of education by tens of millions of dollars.
Poorer communities, particularly in the western part of the state have been complaining for decades that state government underfunds them while giving more money to richer communities.
Baker's budget also calls for the creation of a tax on opioids, and an extension of the excise tax to include vaping products.
