Springfield hopes a stress test will help city workers spot scams.
They city hired a vendor to email about 850 municipal employees with a message disguised to appear as though it came from human resources.
The email was in fact mimicking a type of phishing scam used to obtain user data to attack city computer systems.
City leaders say about 55 workers clicked on the link, with another 35 filling out the information.
Fewer than ten reported the email to the city's help desk.
