After being pretty much dormant for many weeks because of the pandemic, Democratic legislative leaders appear ready to agree on a schedule of legislation that they will be able to deliver on before the end of formal sessions on July 31st.
It appears lawmakers will be ready to tackle transportation, police and justice reforms. In addition, it appears that lawmakers will come up with a way for us to vote in the September primaries and the November general elections.
And lawmakers will need to pass a budget that is ready to go on the books for the start of the state fiscal year on July 1st. But there is no one who believes that is going to happen. Instead, lawmakers will most likely need to pass a 1/12th budget.
Revenues have been dramatically off since the start of the shutdown of the economy. Lottery sales, a chief funder of state aid for communities has been hit as well.
Meantime, the Governor will be faced with another “livelyhood” decision.
On or by June 29th. he will have to decide whether the third phase of the reopening of the state can go forward if the numbers suggest that.
