Holyoke City Councilor Wilmer Puello-Mota is returning to the board.
Puello-Mota was in Rhode Island jail for several months for a bail violation on felony obstruction and forgery charges, and he also has a case pending in that state for alleged possession of child pornography.
Puello-Mota filed a lawsuit last month after he was kicked off the council.
He says he can continue to serve his constituents effectively.
