The U.S. Justice Department investigated the SPD for excessive force patterns and recently announced a settlement agreement.
City Councilor Justin Hurst, who has fought for changes in the police department, says he is pleased with the new policy, which requires more de-escalation and intervention from officers. It also bans chokeholds.
The document, which can be viewed at Springfield-MA-Police-dot-com, must be submitted to the DOJ by October 29th.
