Massachusetts Senator Ed Markey is proposing a bill that would strip the president of power to launch nuclear weapons.
Markey's bill would require a declaration of war by Congress before any nuclear weapons can be used.
The bill is largely symbolic as it stands little chance of passage by a Republican-controlled Congress.
Markey says he proposed the bill after hearing President Trump say he would use nuclear weapons against terrorists.
