The FCC passed a proposal Thursday that would give phone companies more power to block "robocalls" from telemarketers.
Consumer complaints on unnecessary "robocalls" have increased to over two-point-four million a month.
The proposal has to go through a public review period before a final vote is taken, probably later this year.
