Springfield City Council members are approving a planned housing project. The council said yes on Monday to plans for a 45-unit residence at the former Elias Brookings School on Hancock Street, which has been vacant and boarded up since the 2011 tornado caused significant damage. The developer is HC Brookings LLC, an affiliate of Home City Development, which is purchasing the property from the city for nearly a quarter-million dollars.
