The city of Westfield is suing several manufacturers of firefighting foam.
Mayor Brian Sullivan says the foam previously used at Barnes Air National Guard Base and Barnes Regional Airport led to contaminated wells.
The wells, located near the facilities, have been offline since December 2015.
Sullivan says the manufacturers should have known or did know that the chemicals in the foam were dangerous.
