Senator Ed Markey is responding to a report that President Trump will recommend the death penalty for opioid traffickers.
The soon-to-be released opioid plan also reportedly includes several recommendations focused on law enforcement.
Markey says the government will not incarcerate or execute its way out of the opioid epidemic.
The Massachusetts Democrat says what is needed is a strategy that treats opioid addiction like the national public health emergency that it is.
