Appeals Court Upholds Ethics Commission Decision Against Officer

The Massachusetts Appeals Court is affirming a ruling in a case regarding a police officer in Agawam.

Back in 2016, the state Ethics Commission said police lieutenant Edward McGovern violated the conflict of interest law by giving preferential treatment to a fellow officer suspected of driving intoxicated.

The appeals court went with a Hampden Superior Court ruling which upheld the ethics commission decision.

McGovern was ordered to pay a civil penalty.
