The Governor slated to give his annual State of the State Address before a joint session of the legislature tomorrow night.
He will lay out his plan for the year. That will be about all he says.
What he does the next day will be more important.
That is when he will file his first concrete fiscal 2021 budget numbers with all eyes centered on educational funding.
Lawmakers have absolutely refused to release even a hint of community by community funding. In his address he is expected to call for ways to generate more revenue for transportation improvements.
