West Springfield officials want the Big E to agree to coronavirus-prevention measures in order to hold its annual falltime fair.
City Council president Brian Griffin says the fair happening is not a guarantee, while Mayor William Reichelt says the Big E could feature livestock exhibitions and that's it.
