A teenager was reportedly fleeing a traffic stop when he crashed into a Hartford Police cruiser, killing an officer and seriously wounding another.
Officer Bobby Garten died after the Wednesday night crash at Asylum Avenue and Cogswell Street.
Police have charged 18-year-old Richard Barrington with failure to obey a traffic signal, driving without registration or insurance and misuse of license plates.
More charges related to the officer's death are expected soon, and Barrington's bail remains at one-million-dollars.
