Supporters of rent control gathered at the State House in Boston to urge lawmakers to lift the ban on the practice.
The rally was held on the day the Joint Committee on Housing held a hearing on the bill that seeks to limit rent increases.
Rent control was banned in the state by a 1994 ballot question, and the bill would give local governments the power to enact the rules.
Bill supporters say landlords should not be able to impose huge increases each year and constantly displace residents.
